The Organization: The Facilities Engineering and Projects team at Raytheon Intelligence and Information Systems provides design and project management support to the JDFPG mission. The Group is responsible for design and project management of new and existing facilities and systems ranging in size from $50,000 to $25 million. In addition to the design and construction tasking, the Group provides technical expertise to aid in the operation and maintenance of the site. Job Description: The Sr. Project Engineer (Sr Facilities Engineer II) is primarily responsible for aiding project staff in the preconstruction and construction stages of a project. The Sr. Project Engineer is responsible for assisting the Project Manager and/or designates with daily management, supervision, coordination and successful completion of projects to meet time and cost objectives with respect to contract. Duties will include, but not limited to, contract development and negotiation, schedule development, estimating and material take-offs, procuring and evaluating bids, developing change orders, developing RFI'™s (Request for Information), review of subcontractor pay applications. Other responsibilities will include but not be limited to submittal/shop drawing review, Quality Control and inspection of field installations to ensure they meet the contract document requirements. The successful candidate will also need to have a basic understanding and ability to utilize AutoCAD in order to develop drawings should the need arise. It is to be understood that the Project Engineer may be responsible for numerous projects at any one time. It is also to be understood that the responsibilities of the PE vary and may include administrative efforts from time to time. The Sr. Project Engineer will need to work in a team environment, interacting with many site personnel (including customers) on a daily basis. A helpful, professional approach is required at all times. Reporting relationships to the Engineering and Projects Manager as well as project and design customers will be required. Reporting at various meetings and forums will a requirement. THIS POSITION IS CONTINGENT UPON PROJECT FUNDING Responsibilities: Work with procurement staff soliciting, reviewing and approving bids. Perform technical evaluations of bids, aid in pricing alternatives, and initiate value-engineering alternative. Review subcontractor pay applications, field confirm % complete and finalize pay app w/subcontractor prior to submission to Raytheon. Develop, update and maintain the master schedule for each project. Setup, oversee and maintain the project log and files. Provide field Quality Control inspections to confirm the installation(s) meet or exceed that of the contact documents and provide a weekly QC report of the findings. Assist with determining material handling and storage logistics. Assist the Project Manager in the preparation of purchase orders, subcontracts, contract modifications, addendums and negotiations, request for information, and change orders. Post contract RFI'™s and change orders to as-built drawings and maintain tracking log for each. When the subcontractor is required to maintain and keep current the as-builts it is the responsibility of the PE to check and ensure all of the changes are correct, been verified and have been incorporated into the drawing set. Review submittals, shop drawings, samples, catalog data to ensure conformance with plans and specifications, scope, installation procedures, site considerations, and in regards to coordination with other trades. It may be required from time to time that the PE be sent to the factory to witness testing, inspections etc. Prepare, expedite and monitor logs for tracking shop drawings, contract documents, submittals, requests for information, change orders, and details required for successful project completion. Monitor job progress with the Project Manager. Provide on-site engineering expertise answering questions concerning drawings, specifications, materials and equipment and their installation, commissioning, and startup. Apply understanding of relevant US codes and standards. Apply knowledge of the operating capacities and characteristics of all relevant major equipment. Provide general reports as required and use computer systems to record and plan work tasks. Work professionally as an integrated member of the Engineering and Projects Team. Provide support and technical advice to other Raytheon employees. When required, liaise and work closely with external customers. Liaise with outside organizations and agencies in the successful undertaking of the duties and responsibilities. Other duties as directed by the Engineering and Projects Manager. Work is located in Alice Springs, Australia The position is a two year tour with multiple tours possible. Basic Qualifications - Required Experience, Skills: Bachelors degree in Engineering '' Mechanical, Electrical or related discipline, plus six or more years experience in the construction industry. Ability to read, comprehend and interpret complex construction drawings and specifications. Ability to utilize AutoCAD to produce drawings and as-builts as required. Demonstrated knowledge, experience, and understanding of scheduling, estimating, and document control Demonstrated experience in contract development, oversight and control. Demonstrated ability to undertake technical investigations and reviews. Demonstrated ability to plan future projects in line with predicted operational requirements. Understanding and commitment to the principles of workplace diversity and equity, and EH&S. Proficiency in Microsoft Office Suite. Individual and eligible dependents must successfully pass medical and psychological examinations prior to being selected for the position. Individual and eligible dependents must have the ability to satisfy requirements for applicable visas to work and/or reside in Australia U.S. or Australian citizenship is required. Requires ability to satisfy requirements for a TS/SCI SSBI or Top Secret PV security clearance. EBI and polygraph required. Desired Experience, Skills, Knowledge: A current and active TS/SCI SSBI or Top Secret PV security clearance is a significant advantage. Experience with Microsoft Project, Project Management Principles Membership in American Society of Heating, Refrigeration, and Air Conditioning Engineers. Commitment to self-improvement with the focus on qualifications/skills update and contemporary industry practices. Ability and experience mentoring, coaching and training of personnel.
