Sr. Project Manager

Job Description

Our client, The State of Nevada, has a 3 month contract for a Consultant with the following qualifications:

 

1.1               Successful project team experience on a similar type project;

 

 


 

1.2               Demonstrated ability in the following project manager competencies:

 

1.2.1                Scope Definition;

1.2.2                Communications Planning;

1.2.3                Resource Planning;

1.2.4                Scheduled Development;

1.2.5                Functional Requirements Definition;

1.2.6                Work Breakdown Structure (WBS);

1.2.7                Change Control and Configuration Management;

1.2.8                Reports and Project Reporting Templates;

1.2.9                Formal Project Management Training;

1.2.10            Extensive Experience with Risk Management;

1.2.11            Project Budget Management;

1.2.12            Request for Proposal (RFP) Processes;

1.2.13            Procurement Planning;

1.2.14            Vendor Evaluation;

1.2.15            Activity Definition and Sequencing; and

1.2.16            Excels in all project management competencies.

 

Minimum of five (5) years of project management leadership in a relevant functional or technical field;

 

1.4               Proven experience in managing risk and quality assurance;

 

1.5               Proven experience with managing more than one (1) vendor;

 

1.6               Demonstrated ability to coordinate between multiple agencies and project teams;

 

1.7               Demonstrated team building and leadership skills;

 

1.8               Effective relationship management skills;

 

1.9               Effective communication skills in both verbal and written form to all levels of management;

 

1.10            Working knowledge of industry accepted methodologies, policies, standards, procedures and practices; and

 

1.11            Consultant must have the capability to perform the functions described in Section 16, Scope of Work.

 

2.             EXPERIENCE AND SKILLS DESIRED

 

2.1               A Bachelors Degree or equivalent combination of education and experience in a relevant discipline;

 

2.2               Project Management Institute (PMI) Certified Associate of Project Management (CAPM) certification or higher;

 

2.3               Government related experience in an applicable functional or technical field; and

 

2.4               Two (2) or more years experience as a Project Manager Level III within the State of Nevada.

 


 

3.             PROJECT SPECIFIC SKILLS REQUIRED

 

3.1               Microsoft Project 2003 or greater

 

4.             PROJECT SPECIFIC SKILLS DESIRED

 

4.1               Effective relationship management skills;

4.2               Performance Planning and Project Closeout;

4.3               Cost Benefit and Return on Investment (ROI) Analysis; and

4.4               Industry standards and best practices in Portal/SOA technology.

 

5.             STATE PROVIDED ITEMS

 

5.1               Work space (desk, office equipment);

5.2               Computer;

5.3               Access to necessary software programs;

5.4               Access to State staff as needed by pre-determined schedules; and

5.5               Meeting rooms.

 

6.             CONTRACTOR PROVIDED ITEMS

 

6.1               Computer; and

6.2               Software – MS Project 2003 or higher, Adobe Acrobat 8, MS Office 2003 or higher, Visio 2003 or higher.

 

7.             PROJECT OVERVIEW

 

The Office of the Nevada Secretary of State (SoS) is hiring a consultant for three (3) months to complete the Planning, Technology Investment Request (TIR), Request for Proposal (RFP), and Nevada Business Portal documentation and project in MS Project 2003.

 

8.             SCOPE OF WORK

 

Consultant must perform all activities to the agreed upon project plan/schedule.

 

8.1               Initiate RFP project based on PMI principles and methods;

 

8.2               Prepare Planning Document;

 

8.3               Prepare State Technology Investment Request (TIR) document;

 

8.4               Prepare Nevada business Portal (NBP) Request for Proposal (RFP);

 

8.5               Provide Gantt charts, timelines, and resource outlines related to the RFP project;

 

8.6               Coordinate and conduct meetings with all NBP stakeholders to gather RFP and NBP project requirements;

 

8.7               Document meeting discussions and decisions in a well organized report for presentation to the Secretary of State;

 


 

8.8               Provide diagrams of the proposed system and architecture including connectivity to selected agencies;

 

8.9               Provide system/architecture diagrams and documentation of all agencies chosen to participate in the multiple phases of the NBP project;

 

8.10            Provide Gantt charts, timelines, and resource outlines related to the NBP project; and

 

8.11            Create projects and all related elements in MS Project 2003 or greater.

 

9.             DELIVERABLES

 

Consultant must provide the following based on the agreed upon project plan/schedule.

 

9.1               RFP project initiation;

 

9.2               Nevada Business Portal project documentation including phase outlines, Gantt charts, timelines, milestones, and resources;

 

9.3               Projects must be created in MS Project 2003 or greater;

 

9.4               Completed Nevada Technology Investment Request document;

 

9.5               Completed Request for Proposal document; and

 

9.6               Bi-weekly status reports to include, but not be limited to:

 

9.6.1                Overall completion status of the project in terms of the approved project plan and schedule;

 

9.6.2                Problems that were encountered and proposed/actual resolutions;

 

9.6.3                Issues that need to be addressed;

 

9.6.4                Accomplishments during the period; and

 

9.6.5                Activities to be accomplished during the next reporting period.
