Job Description:

Raytheon is looking for an experienced engineering professional who can help assure Mission Success on classified and/or special access programs. The position is located in Falls Church, VA. The ideal candidate must be familiar with basic Quality Engineering processes, must have experience with AS9100 and ISO standards, possess the ability to quickly learn and adapt to Mission Assurance initiatives, and must possess a solid understanding of manufacturing operations, systems engineering and software engineering practices. This position requires a person who is a self starter, acts independently and displays a tenacious approach in providing continuous review of quality and reliability philosophies and conventions, applications, and procedures to ensure the highest product standards. This individual must also be comfortable in communicating and interfacing at all levels of the organization to positively influence change and direction.







This engineer will help to ensure programs meet customer/end user objectives for Mission Assurance. This individual will be the responsible quality engineer on one or more programs. In this role, the engineer will be responsible for providing program / process oversight with emphasis on continuous improvement and implementation of lean methodologies. To be effective in these responsibilities, experience with manufacturing, hardware, systems, software, integration, design, operations and supply chain is essential.







This position reports to both the IIS Mission Assurance & Enterprise Effectiveness (MAEE) organization and will support Program Management on various programs. As a member of the MAEE team, this position will help implement basic Quality Assurance principles and Mission Assurance strategic direction. Specific tasks will include:

* Independent decision making skills and collaboration across functional and business areas are critical.

* Metrics analysis and prediction of future program performance.

* Evaluate proposed process and product changes from an MAEE perspective.

* Perform audits and evaluations for compliance to AS9100, program plans, schedules and budgets.

* Apply Raytheon Six Sigma and related quality tools to help engineering teams and individuals define and improve their product development processes.

* Prepare and present both oral and written reports and recommendations on a wide variety of Quality and Mission Assurance topics.

* Ability to identify program risks that compromise performance.

* Reviews business area practices, procedures and processes seeking avenues to improve efficiencies and effectiveness and reduce risk to product quality.

* Technical review of deliverables prior to delivery to customer. Includes reviewing deviations and waivers, acceptance test results and anomaly conditions.

* Provides independent evaluation of milestone events (SRR, CDR, TRR, etc.).

* Ensures thorough investigation of failures that include independent report of root-cause and corrective actions.

* Engaged in beginning of contract pursuit & development.

* Ensures flow down and compliance to Raytheon, Quality, and contract requirements.

* Brings a Mission Assurance perspective to Program Management Reviews (PMRs), Gate Reviews, and IPDS implementation to drive improvement.

* Participates in and reviews IPDS tailoring for programs.





Required Skills:



- 6 + years experience in a Quality Assurance role.



* High energy, self-starting team player who achieves goals and continuous improvement

* Background in the implementation and management of Mission Assurance precepts and requirements as well as contractual and other government regulatory requirements.

* Ability to effectively communicate at department, business unit, corporate, partnership, and customer levels.

* Experience in the assessment of proposed modifications, enhancements, or additions to products and processes in terms of their impact on an existing system.

* Excellent coordination, written & verbal communication and presentation skills.

* Experience in the implementation and performance of audits/appraisals using one of more of the following process and assessment models: ISO 9001, AS 9100, CMMI.

* Knowledge of Supply Chain Management and Supplier Quality roles.









Desired Skills:



* Demonstrated ability to apply statistical methodologies and tools to business and operational disciplines.



- Ensure failure review boards are effectively deployed.



- Strong background and understanding of "cradle to grave" disciplines.



* Highly experienced and successful in devising and implementing change strategies.

* Basic knowledge of the history of quality, including how and why modern quality has evolved.

* Experienced user of both Windows and UNIX operating systems.

* Disposition of non-conforming material with root cause and corrective action analysis as required

* Performing First Article Inspections assuring hardware meets all quality requirements

* Implement and maintain detailed WI based on manufacturing standards

* Address safety issues



* Flexibility to be cross trained and support multiple areas involving diverse technologies and processes (e.g., Development, Manufacturing, Supply Chain, external suppliers)

* Strong Planning, Facilitating, and Team-coordination skills.



* General Statistical Process Control knowledge including implementation.

* Competence in computer skills: EXCEL, WORD, POWER POINT.

* Experience in proposals and bidding

* Six Sigma, Lean and / or American Society for Quality (ASQ) Certification (CQE, CQM/OE, CSQE, CQA, CRE, etc)





Required Education (including Major):



BS/BA in Computer Science, Mathematics, EE, Technology, or equivalent experience.



Clearances -- Not required but SSBI clearance is desirable.
