Your Role

ATK Small Caliber Systems is the largest supplier of small caliber ammunition and components to the US Department of Defense. Beyond production of 5.56mm, 7.62mm, .50 Caliber, and 20mm munitions,our expansion into Worldwide Armament Supply Programs (WASP) results in additional professional opportunities.Our WASP Supply Chain function serves to acquire and deliver armament products in support of the U.S. Government and our allied forces. To this end ATK is seeking qualified candidates in the Supply Chain area as indicated below:

Subcontract Administrator 3: Alliant Techsystems Inc., Small Caliber Systems Division

Under general supervision of the Worldwide Armament Supply Programs (WASP) Supply Chain Manager, prepare, analyze and administer agreements and purchase orders between ATK Small Caliber Systems Division and its suppliers. Provide major subcontract administration including analysis and evaluation of munitions and armament systems subcontracts, negotiation of terms and conditions, development and modification of subcontract provisions, flow-down of complex requirements, and selection and management of subcontractors.
Interface with Program Management, Procurement Quality, Contracts, Planning/Scheduling and other departments to develop and oversee subcontracts to meet program objectives and support corporate supply chain management initiatives.
Develop statements of work and flow-down requirements for consulting agreements, as well as provide follow-up on performance.
Responsible for International material supplier management and performance, including quality parts on-time, at or below proposed cost. Responsible for proposal support, including acquisition strategy, supplier selection, and material and project cost inputs. Prepare correspondence, memoranda, and reports regarding supply chain matters.

-Distinguishing Characteristics:
This is a professional position involving business, analytical, interpersonal, and superior communication skills, both verbally and in writing. Demonstrated experience in Government procurement, including FARS/DFARS applications.International business experience required; import/export and foreign language exposure preferred; occasional overseas travel may be required. Computer competency required, including MS Office and working knowledge of automated purchasing systems (e.g. CINCOM Control).The ability to effectively interface with related functional departments; demonstrating knowledge of risk management and process improvement methods; interface between ATK and suppliers.

-Examples of Duties:
Develop and issue requests for proposals, invitations for bids, and multiyear procurement packages involving munitions and armament products and services
Negotiate with International and domestic suppliers; evaluate bids and proposals and make award recommendations; analyze requests for extensions or amendments to existing contracts and make recommendations of approval or alternative solutions to management
Facilitate, expedite and coordinate material planning, negotiation, and acquisition in order to successfully meet contractual, technical, cost and schedule requirements.
Act as a liaison internally between Supply Chain, Planning/Scheduling, Quality, and Program Management, as well as externally with suppliers.
Budget and cost account responsibilities for material and material support activities.
Drive supplier continuous improvement in cooperation with program teams.

Education
Minimum Required: BS Degree - Supply Chain Mgmt, Business or equiv. experience
Preferred: MBA - Business

Qualifications
Minimum of 5-7 years industry experience in purchasing, proposal management, contracts, supplier management and negotiation.
-A minimum of 3-5 years experience in Government procurement. Familiarity and a working knowledge with FAR/DFAR regulations required.
