Subcontract Administrator

About the Job

This position is responsible for cradle-to-grave subcontract administration functions focused on the acquisition of Goods and Services in the aerospace/defense environment in support of the Light Utility Helicopter program, a major program for which EADS North America is the prime contractor. Duties include drafting, evaluating and negotiating subcontract agreements, reviewing prime contract and modifications thereto for flow-down requirements, claims management for sub-tier suppliers, preparing and issuing RFPs, RFIs, IFBs and other requests, and reviewing subcontractor proposals for adequacy and compliance with Government requirements.
 
The Subcontract Administrator will perform risk analysis of subcontractor proposal and make recommendations for award. In addition to working closely with subcontract personnel in a team environment, the candidate will have extensive interaction with external Government customers and internal management. Further, the administrator will manage pricing, pricing strategies, cost reviews, negotiations and other items as they relate to proposals, subcontracts and task orders.

 

Position Responsibilities:

 

 
  • Conducting subcontract negotiation and administration of subcontracts
  • Analyzing estimates of service, material, equipment, production, and other subcontract costs
  • Developing and maintaining cost and/or price analysis as required to insure reasonableness
  • Reviewing performance requirements ensuring subcontract is in accordance with legal requirements, customer specifications and government regulations
  • Preparing written justification for awards and other subcontract actions as required
  •  Issuing subcontract and financial program documents, reports and scorecards
  • Structuring subcontract terms to reflect prime contract requirements and company business strategy
  • Monitoring subcontractor performance on contractual obligations
  • Coordinating with project managers and project administrators to forecast and plan subcontract activity
  • Issue cause and corrective action request in cases of nonconforming supplies or services
  • Other duties as needed to support the program and/or business objectives
  • Reviewing and approving subcontractor invoices, claims and requests for payment to insure proper performance, adequacy of supporting documentation, and compliance with subcontract

  • The ideal candidate will have five to seven years of experience with Department of Defense contracting either in the Government or Private industry.
  • Working knowledge of U. S. Government acquisition regulations (FAR and DFARS)
  • Must have a wide application of subcontracts management and analysis principles, theories, and concepts in the field plus working knowledge of other related disciplines.
  • Must have strong written and oral communication abilities as well as people and organizational skills, and the ability to interface successfully with all levels of management and other disciplines such as engineering, finance, pricing, accounting and other functional disciplines.
  • Knowledge of Cost Point desirable with proficiency in use of MS Office software products
  • Ability to work effectively, and often independently, under fast-paced conditions to meet demanding schedule requirements
Education Requirements:
  • BS/BA Degree in an associated discipline. 
  • Candidate selected must be able to meet the eligibility requirements for obtaining a US security clearance. Some travel may be required.
Decision Making:
 
  • The subcontract administrator must determine the adequacy of proposals for responsiveness to RFP requirements and compliance with applicable laws, statutes and regulations
  • The subcontract administrator must be able to determine reasonableness through price and/or cost analysis
