GENERAL DESCRIPTION


 


The Supportive Services Program Manager is responsible for developing, monitoring and overseeing supportive service programs that address social and recreational needs in fulfillment of Pennrose Management Company’s mission of establishing a sense of community and promoting an enhanced quality of living for our residents.  The Supportive Services Program Manager also works on a variety of special projects as assigned; on project-by-project basis and will provide functional supervision to other staff assigned to the project.


 


 

SPECIFIC DUTIES AND RESPONSIBILITIES


 


1.  Maintains 100% accountability for all program reporting.


 


2.   Effective January 2010: Provides all required documentation and reports to appropriate agencies and internal departments within required time frames (as it relates to Compliance and Agency Requirements).


 


3. Ensures the complete accuracy on all reports prior to distribution.


 


4.  Co-Manages with Director of Training to identify program training needs; coordinates with and, when necessary, utilizes subject matter implementing new or revised training programs; modifies existing training designs and procedures to meet newly identified learning needs or to improve present training efforts.


 


5. Provides Supportive Services training and support to all staff on protocols. Co-Manages and ensures all physical activities and programs are documented and compliant.


 


6. Develops and maintains external partnerships with community providers.


 


7.  Creates a vision and strategic plan for the integration of social services across programs.


 


8.  Analyzes new and proposed programs/services and determines potential impact on current operations; researches information from other agencies and states to help predict impact; provides feedback to the VP of Operations on proposed programs/services; recommends that management either support of oppose new changes; ensures that program is in compliance with regulations.


 


9.  Analyzes current programs and services to ensure program is operating efficiently; identifies problems in process or communication as it relates to Supportive Services ; develops and recommends new policies and procedures; drafts written procedures and administrative directives to implement new procedures and provides clarification to staff regarding proper operational procedures.


 


10. Provides statistical analysis of the fiscal and staffing impact of program changes and new regulations; recommends changes to staffing levels and provides cost estimates to management for use in planning. Consult with RPM on information with regards to such and act as a resource of expertise.


 


11.  Reviews performance reports from contractors; identifies inconsistencies or other problems; coordinates with RPMs to ensure proper steps are taken to address issues and that an adequate level of service is maintained.


 


 


12. Coordinates the development of supportive service plans at all properties within the Company’s portfolio and their ongoing review and assessment.


 


13.  Identifies, develops and maintains networks of existing community based supportive and social service agencies for all properties and disseminates the information to site administrative and supportive services staff.


 


14. Is responsible for the preparation of all supportive service plans for sites under development as part of the funding application process, to include securing the assistance of existing community based supportive and social service agencies in the delivery of services.


 


15. Works with RPMs, Supportive Service Coordinators (if applicable) HA CSS Coordinators, Family Advocacy Programs, community based supportive service and social service agencies, to ensure services that are needed and/or desired by the residents.  Ensures that services are consistent with the service plan provided with the funding application(s).


 


16. Seeks out and directs the preparation of grant applications from local, state, federal and private agencies, organizations and foundations to fund service programs, equipment for programs (i.e. computer learning centers), and administrative and overhead costs as it relates to the 501C3 non profit.


 


17. Provides technical assistance to residents’ councils including organization, training, identification of program funding availability and program development and implementation.


 


18. Monitors and maintains compliance of supportive service programs with various funding requirements (e.g. Low Income Housing Tax Credit Program) as it relates to supportive services.


 


19.  Completes other duties and responsibilities as assigned.


 


SUPERVISION


 


The Director of Supportive Services reports directly to the Vice President of Operations of Pennrose Management Company.


 


 


PREREQUISITES


 


-Requires 5 years of Supportive Service, Case Management, Program Management or like experience


 


-Requires Bachelor’s Degree Certification, Master’s Preferred.


 


-Requires strong computer skills including Micorsoft Word, Excel, Outlook and YARDI


 


-Requires the ability to read, speak and comprehend the English language.


 


-Requires the ability to travel up to 50%


 


-Requires strong organizational skills.


 


-Requires strong communication skills; both verbal and written.


 


-Requires excellent customer service skills.


 


-Requires proven grant writing experience


 


-Requires through understanding of all federal regulations and requirements as it relates to Supportive Services.


 


-Requires a combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.
