QUALIFICATIONS:
This position may have incumbents performing duties at levels E4 or E5. Duties at each level vary in complexity, technical content, level of responsibility, supervision, etc. As a minimum, the incumbents performing duties at any level must apply engineering, technical or advanced business educational background or past experience providing systems analysis and information reporting in an engineering/technical environment, and demonstrated ability to work with people of varied backgrounds, and ability to reach consensus on complex issues in a timely and effective manner. The incumbent must be able to demonstrate past experience and strong skills in all phases of systems analysis techniques, concepts, and methods. Incumbent must possess knowledge of available systems software and structures, techniques, and management practices in one or more subject-matter areas. Because data is usually provided or requested from diverse sources and is utilized by a variety of users, the incumbent must be able to demonstrate the ability to recognize probable conflicts and diverse data elements and must be able to integrate such elements to provide solutions for a variety of complex problems. In addition, the incumbents performing duties at each level must possess the following qualifications respectively:
Level E4 (Analyst)
Incumbent must possess a BS Degree in a relevant field and 4 years equivalent specialized training and work experience OR a MS Degree + 2 years equivalent specialized training and work experience OR a Ph.D. OR 12 years equivalent specialized training and work experience.
Level E5 (Sr. Analyst)
Incumbent must possess a BS Degree in a relevant field and 6 years equivalent specialized training and work experience OR a MS Degree in a relevant field and 4 years equivalent specialized training and work experience OR a Ph.D. and 2 years relevant work experience OR 14 years equivalent specialized training and work experience.

DESCRIPTION OF DUTIES:
Level E4 (Analyst)
1. Under general guidance from the functional area manager, prepares, analyzes, implements, and maintains performance measurement systems for multiple users of diverse technical content and application.
2. Facilitates the development and maintenance of tools and techniques to measure and control performance. Performs duties necessary to ensure that accurate and pertinent process control and evaluation may be executed, which supports both internal and external requirements.
3. Identifies relevant data and utilizes the accumulated data to provide electronic data reporting to all users. Duties include, but are not limited to, one or more of the following:
Financial Systems Analysis
- Prepares financial and business related analyses and research in areas such as financial and expense performance, usage variance, rate variance, etc. Prepares forecasts and analyzes trends in financial and general business conditions. Utilizing PC and software, compiles and prepares reports, graphs and charts of data (information) developed. Assists in the development of organizational business policies, conducts special financial and business related studies and cooperates with other departments in the preparation of analysis.
- Analyzes and utilizes software/programming techniques to convert data maintained in a variety of databases into a form suitable for submission as actual costs into the PIMS systems consistent with C/SCSC requirements.
- Analyzes existing systems to provide internal reports on commitments, required accruals, labor resources, etc.
- Assists in the preparation of estimates and proposals by providing financial data consistent with FAR, CAS, and GAAP requirements.
- May be required to represent the organization on internal/external audits, reviews, or other issues. Represents the company on trade association boards, working groups, and committees involving financial issues.
- Assists with audit reports and internal proposal reviews.
- Performs other duties as assigned.
Operations Research Analyst/Statistician
- Gathers, analyzes, and interprets a wide variety of data. Selects data samples, prepares questionnaires, and analyzes collected information according to established statistical methods. Prepares reports, charts, tables, and other visual aids.
- Coordinates proposed policies, procedures, systems, forms and reports among all locations and departments.
- Prepares mathematical models of problem areas in forms of one or several equations that relates constants and variables, restrictions, alternatives, conflicting objectives, and their numerical parameters.
- Reviews operations/processes and testing of models to ensure adequacy, or determine needs for reformulation.
- Prepares written, non-technical reports to management, indicating solution or range of possible alternatives in rank of desirability and probability of success when there is no single solution.
Systems Analyst/IT Specialist
- Prepares charts and diagrams to assist in problem analysis and submits recommendations for solution.
- Prepares detailed program specifications and flowcharts, and coordinates the system's installation with the user group, ensuring satisfactory results.
- May train users in the use of hardware/software.
- Performs detailed evaluation of data processing systems and operating procedures.
- Sets and monitors standards.
- Advises management on data base concepts and functional capabilities.
- Performs other duties as assigned.
4. Supports the TOCDF safety culture by performing all duties in accordance with the below listed safety responsibilities and enforcing a safe work environment.

Level E5 (Sr. Analyst)
1. Independently prepares, analyzes, implements, and maintains performance measurement systems for multiple users of diverse technical content and application.
2. Oversees the development and maintenance of tools and techniques to measure and control performance. Performs duties necessary to ensure that accurate and pertinent process control and evaluation may be executed, which supports both internal and external requirements.
3. Independently identifies relevant data and utilizes the accumulated data to provide electronic data reporting to all users. Duties include those duties listed for level E4 and also includes, but is not limited to, one or more of the following:
Financial Systems Analysis
- Utilizes software/programming techniques to convert data maintained in a variety of databases into a format suitable for use by estimators, CAMs, managers, and others. Such data must be provided in a format capable of comparing financial information for use in estimates and proposals of project costs to the Government.
- Provides innovative and highly unique means for integrating data requirements among other administrative areas such as property and procurement as they relate to financial system requirements.
- Conducts special studies and investigations pertaining to the development of new business information systems to meet current and projected needs.
- Maintains, and if necessary, resolves problem issues involving the financial database insuring data integrity, availability, and usability for program requirements. Applies innovative solutions to resolve problems. Duties are completed independently with little or no supervision.
Operations Research Analyst/Statistician
- Documents accumulation/definition of all processes deemed critical to the success of EG&G DMI's mission at TOCDF and programmatically. Develop metrics which measure performance of critical processes and define relationships to fee evaluation criteria.
- Analyzes existing processes, reports, and forms to promote effective operations through standardization, improvement, simplification, discontinuation or other methods.
- Gathers, relates and identifies data with variables in models by applying personal judgment and mathematical tests.
- Independently conducts special studies and investigations pertaining to the development of new business information systems to meet current and projected needs.
Systems Analyst/IT Specialist
- Analyzes and evaluates existing or proposed systems and determines innovative means for the computer systems to process data.
- Directs and controls the activities related to data planning and development and the establishment of policies and procedures pertaining to its management, security, maintenance, and utilization.
- Conducts special studies and investigations pertaining to the development of new business information systems to meet current and projected needs.
4. May be required to supervise a staff of lower level professionals and technicians as required to facilitate systems capabilities.
5. Supports the TOCDF safety culture by performing all duties in accordance with the below listed safety responsibilities and enforcing a safe work environment.
