Hiring Recent Veterans for Battle Command Training Team Knowledge Manager
Essential Job Functions
- Designs, develops and implements new methods and procedures of the technical solution that meets the requirements of the project. Designs may involve major and highly complex systems. Assesses existing systems and recommends technical improvements (e.g., performance upgrades).
- Provides detailed documentation of moderately complex system specifications, including system scripts, system installation procedures, system backup and recovery techniques and system test methods.
- Recommends, establishes business case, and assists project manager and others in building acceptance of new proposed program modifications, methods, and procedures. Conducts and provides moderately complex cost/benefit analysis for new proposed program modifications, methods, and procedures.
- Defines system objectives and design specifications in collaboration with business analyst and/or project manager. May establish moderately complex operational databases, software configuration controls and system interfaces for computer system(s) assigned.
- Analyzes and revises existing system logic difficulties and documentation to enhance system efficiency. Maintains file servers and network access; documents and analyzes more complex system anomalies to ensure optimum equipment performance.
- Defines controls, conversion procedures and system implementation plans, may include user training and orientation.
- Assists in leading technical collaboration outside of project team, for example, company lines of service, client IT, vendors, subcontractors. Represents company in new technology planning and takes lead in assessing emerging technologies. Assists clients in articulating and defining their business requirements and assists in preparing the business case justification for technical investment decisions.
- Provides leadership and work guidance to less experienced personnel.
- Serve as the Knowledge Manager and Subject Matter Expert on the Army's Operations Process for the Command Post and Staff Integration Team (CP&SIT).
- Responsible for overseeing the CP&SIT's Knowledge Management activities and advising the CP&SIT lead and staff on integrating KM practices and procedures throughout the organization
- Develop effective techniques and procedures for organizing, applying, and transferring observations, insights and lessons from after action reviews into the CP&SIT's operations, standing operating procedures, and training.
- Responsible to provide technical advice and guidance to Command Post and Staff Integration Team members on matters relating to the Army's Operations Process
- This position requires an in depth knowledge of the Army Battle Command Systems and their enablers, concepts, principles, methods and practices to meet the program's goals and objectives
- Present instructions (including seminars, conferences, lectures, and other activities) on the integration of Army Battle Command Systems to Active and Reserve Component unit battle staff personnel
- Develop instructional materials, lesson plans, inserting realistic situations into practical exercises, and inserting current lessons learned into situations for instruction in accordance with established terminal and enabling learning objectives (TLOs/ELOs)
- Close coordination with and support to the government customer, development organizations and military activities
- Extensive travel will be required
- Overseas deployment, including to hazardous areas, may be required
Qualification
Basic Qualifications
- Bachelor's degree or equivalent combination of education and experience
- Bachelors degree in computer science, management information systems, or related field preferred
- Four or more years of system analysis or systems development experience
- Experience working with several programming languages, operating systems, hardware and software
- Experience working with relational databases to facilitate systems analysis

- 5+ years of information management experience in U.S. military sector
- 2 years experience in providing information management using MS SharePoint, project management and scheduling tools
- 2 years experience using and supporting Windows Server 2K+, XP/Vista operating systems, MS Office
- 5 years experience leading personnel in obtaining mission type tasks
- 5 years experience with Army Command & Control procedures
- 3 years experience with Military Decision Making Process
- 3 years instructional experience
- 1 year combat experience in Iraq or Afghanistan
