System Integrator must possess current/active TS/SCI FS/Poly, Metro VA work location - Reston, Herndon, McLean, Springfield areas
Provides a total systems perspective including a technical understanding of relationships, dependencies and requirements of hardware and software components for a project. Must be knowledgeable in computer systems and gathering/identifying requirements. Must be knowledgeable in life-cycle support, including maintenance, administration, and management. Creates, drafts and/or reviews program documentation, generates formal review documentation, and participates in system and program reviews. Must be able to build detailed project cost estimates, schedules and Work Breakdown Structures (WBS). Reviews program plans, identifies inconsistencies. Coordinates, supports and participates in program meetings and reviews. Assists in the evaluation of software and associated documentation. Participates in formal and informal reviews to determine quality. Must be able to track project studies, plans, actions items, take minutes, etc. Provides frequent contact with customers, trace ability within program documents, and the overall computing environment and architecture. Manages/updates the project master schedule. Ensures coordination and information flow occur between all programs and organizational managers.

Personnel are assigned to more complex development tasks based on their Level of Expertise. Level 1+ personnel are recognized experts who are assigned to specific high risk or complex projects but are also used to mentor junior personnel and provide ad-hoc support to other projects when needed.

Description of Project, Roles, and Responsibilities:
Analyze user needs to determine functional requirements. Perform functional allocation to identify required tasks and their interrelationships. Apply process improvement and re-engineering methodologies and principles to conduct process modernization projects. Develop functional area process and data models for use in designing and building integrated, shared software and database management systems. Evaluates analytically and systematically problems of work flows, organizations, and planning and develops appropriate corrective action.

Responsible for collecting, analyzing, and documenting system level requirements. The Systems Analyst/Requirements Analyst captures user requirements and provides analysis, documentation, and board representations for project requirements. The Systems Analyst/Requirements Analyst is responsible for all requirements tasking deliverables to be submitted at customer required control gates (e.g., System Requirements Specifications, etc.).

Candidates must have strong analytical skills and must have experience eliciting business and system requirements. The candidate must be familiar with all phases of the software development lifecycle and more specifically, the Agile development process. The Systems Analyst will work closely with the project's System Integrator/Scrum Master to ensure requirements are considered in the Agile Development process. The candidate must have excellent verbal and written communication skills. The candidate will work closely with the business user community and with the development team. Candidates must be knowledgeable of the configuration management process and will be responsible for managing the requirements change process. Candidate will also serve as the scrum master for this effort.

Daily Responsibilities include:
Gathering requirements from various sources to include customer meetings, TEM meetings, etc.
Conducting detailed analysis, and producing testable requirements accordingly. Presenting requirements at the ISS ERB and CCB. Working closely with Developers and Testers as needed to ensure requirements and acceptance criteria are clearly stated and understood by the development and testing teams. Serve as the Scrum Master.

  • Develops and applies advanced methods, theories and research techniques in the investigation and solution of complex and difficult system design requirements and matters of significance requiring expert application of advanced knowledge.
  • Plans, conducts and largely coordinates the most complex projects or major phases of significant projects; coordinates the efforts of engineers and support staff in the performance of assigned complex projects.
  • Oversees the investigation, analysis and resolution of difficult and complicated program support matters of significance.
  • Conducts investigations of highly complex systems. Develops, recommends and implements solution(s) ensuring effective and efficient operations.
  • Reviews literature, patents and current practices relevant to the solution of the most complex assigned projects. Identifies, recommends, and pursues technology/practices to apply to solution.
  • Oversees development and implementation of the most complex processes and procedures to ensure the most complicated contractual products are in compliance with standard specifications.
  • Oversees completion and implementation of system additions and/ or enhancements and recommends corrections in technical application and analysis to senior management.
  • Provides the highest level of technical consultation to other organizations.
  • Evaluates vendor capabilities to provide the most complex required products and services; Recommends vendor and approach and presents to senior management/customer as appropriate.
  • Provides leadership and work guidance to less experienced personnel.
  • Must have an active TS/SCI w/ FS/Poly


Qualification

Basic Qualifications
  • Bachelor's degree or equivalent combination of education and experience
  • Bachelor's degree in engineering, systems engineering, physics, computer science, management information systems, or related field preferred
  • Twelve or more years of experience in systems engineering, software engineering, operating systems programming, or naval architecture
  • Experience working with software and hardware systems design principles
  • Experience working with specific software and/or hardware systems with a specific concentration in one or more areas
  • Experience working with design and coding languages
  • Experience working with design principles and applications
