Financial Planning, Assistant Vice President

SUMMARY OF DUTIES:  

Amtrak has an immediate opportunity available for an Assistant Vice President Financial Planning in its Finance department in Washington, DC.

 

The Assistant Vice President Financial Planning has overall responsibility for policy and procedure relating to the preparation and administration of the company’s annual budget, five year business plan, fleet strategy plan, financial forecasts and federal grants.  Manages the development of and maintains the use of the budget formulation system integrated with SAP (Public Budget Formulation)

 

IDEAL CANDIDATE'S WORK EXPERIENCE:

• Leads the company to develop the annual budget and five year financial plans as required by various appropriations acts. 

• Establishes policies and procedures for the preparation of operating and capital budgets and forecasts.

• Creates policy and procedure and manages all aspects of all federal grant programs, including applications and compliance monitoring.

• Oversees capital reporting and analysis activities, including submission of federal reports and reprogramming requests in accordance with corporate policy and grant conditions. 

• Coordinates and prepares RRIF loan applications, modifications to approved loans and manages general administrative activities relating to draws of the loans.

• Leads the development and maintenance of the PBF budgeting software that is integrated with SAP.

• Leads the update of the Fleet Strategy incorporating financial impacts of the strategy with the annual budget and five year plans.

• Directs the analysis of financial data to identify opportunities for improving financial performance.

• Provides primary financial support for senior-level interaction with FRA, OMB, Congressional staff, etc.

• Provides support for all audit and review activities including financial statement audit and audits relating to OMB Circular A-133 relating to federal grants.

• Collaborates with strategic planning efforts and policy and development groups to develop strategic plans as appropriate.

• Represents the Finance department in a number of cross functional executive and working groups as required including reviewing proposed business activity changes.

• Supports monthly budget variance analysis, cash flow and financial close process activities.

• Performs other related duties as required.


PREFERRED WORK EXPERIENCE: 

• CPA or CMA

• Transportation industry experience.

• Experience working with financial service providers and government and oversight agencies. 

Knowledge of internal financial systems preferably SAM/SAP.

 

Must have more than 15 years significant financial forecasting, modeling, strategic planning, and financial analysis experience in a large diversified organization with progressively greater leadership responsibility.  Experience in Federal grant administration.  Experience communicating orally and in writing within the corporation and externally.  Strong return on investment and cash flow analysis skills.  Strong project and process management skills.

 

• Familiarity with Microsoft Office Suite (i.e. Excel, Word, and Access).

• Familiarity with large organization ERP systems such as SAP, Oracle, PeopleSoft financials.

• Advanced leadership and management skills with a proven ability to motivate others; effective writing, presentation, meeting, and interview facilitation skills; interpersonal communication; time management; and conflict resolution and investigation skills.

 

EDUCATION:  

To qualify, you must have a Bachelors Degree in Finance or a related field.  Prefer Master’s Degree in Finance or a related field.
