Data Analyst (SAS and SQL)

Duties and Responsibilities:
Use a deep understanding of the business data to help project sponsors understand how data can help accomplish their mission.
Elicit business data needs using interviews, document analysis, workshops, storyboards, surveys, site visits, business process descriptions, use cases, scenarios, event lists, business analysis, competitive product analysis, task and workflow analysis, and viewpoints.
Document data needs and requirements specifications according to standard templates, using natural language simply, clearly, unambiguously, and concisely.
Decompose high-level business data needs into functional requirements specified in an appropriate level of detail suitable for use by those who must base their work on the requirements.
Define data attributes, external interfaces, constraints, and other nonfunctional requirements.
Represent data needs using a variety of views including analysis models (diagrams), prototypes, or scenarios, where appropriate.
Participate in requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to standards.
Participate in requirements prioritization.
Participate in peer reviews and inspections of requirements documents. Participate in peer reviews of work products derived from requirements specifications to ensure that the requirements were interpreted correctly.
Develop Test Strategy and Test Plan documents based on high-level business requirements that meet standards defined by the Bureau’s SDLC.
Develop detailed test plans and test cases based on technical requirements and system design documents that are repeatable and have clearly defined expected results.
Develop requirements traceability matrices that document the comprehensive nature of the test cases.
Execute and document test case results to validate reports and models.
Manage requirements traceability information and track requirements status throughout the project.
Manage changes to baselined requirements through effective application of change control processes and tools.
Implement ways to reuse data across projects.
Qualifications:
A bachelor’s degree from an accredited college or university in Information Technology or a related field is required.
A background with 3 or more years of experience as a data analyst is strongly preferred.
Experience using base SAS, Enterprise Guide and SQL is required.
Experience using SAS tools such as BI Dashboard, Information Delivery Portal and Web Report Studio is strongly preferred.
Experience using Borland’s CaliberRM, Serena’s Dimensions CM and Hewlett Packard’s Quality Center is preferred.
Must be a US Citizen or Current Green Card Holder with the ability to pass a government background investigation in order to obtain a badge. Must meet eligibility requirements for access to information systems.
Ability to query databases tables using SQL

Interpersonal skills, to help negotiate priorities and to resolve conflicts among project stakeholders (such as customers, product management, and engineering)
