Description

This position will be located in either Atlanta, GA, or Mason, OH, in an Anthem office.

Primary duties may include, but are not limited to:

*Defines both the functional and non-functional requirements of assigned systems or projects and acts as a liaison between the IT team and enterprise-wide IT and business partner teams.

*Tracks and reports progress toward achieving assigned program / project objectives, ensuring that all teams clearly understand what is needed of them to successfully deliver functional and non-functional requirements.

*As an Advisor level role, the Systems Analyst is able to successfully navigating complex team relationships, as required to support our teams in their interactions with the company as a whole.

*Partners with other IT, business, architecture and infrastructure teams to oversee all service levels, and to ensure that final deliverables meet requirements expectations.

*Translates functional requirements, non-functional requirements, and process changes into financial models that demonstrate Return on Investment (ROI) associated with those items.

*Develop presentation materials required to secure leadership approval of financial models, requirements, and timelines to delivery.

*Demonstrate the ability to develop broader systems knowledge and in-depth technical understanding of systems across the larger Anthem enterprise application portfolio.

*Experienced with implementation of Balancing & Controls (B&C) audit solutions within the healthcare industry, or eager to learn, develop and support B&C solutions once on the team.

*Proactively works with stakeholders to identify future system opportunities and enhancements, developing use cases to guide / drive requirements definition.

*Accountable to build in-depth knowledge of tools and systems utilized.

*Creates and executes feature test cases and ensures feature testing effectively validates that the system meets functional and non-functional requirements.

*Provides training and procedure development support to operational projects as requested.

*Works with teams to generate and document estimates (labor and cost) for assigned systems, processes, and project related changes.

*Lead troubleshooting and problem diagnosis, resolution, system performance, support/maintenance, and addresses risks and implements contingency plans to resolve issues impacting business or IT objectives.

*Participate in all phases of the development and maintenance life cycle for assigned teams / departments.

*Required to be flexible / teachable in all things, and able to leverage multiple technology platforms to achieve our end-user's goals.

*Maintains active relationships with customers to drive the requirements definition process to completion and signoff.

*Participates in requirements gathering meetings and reviews designs with the business.

*Owns the change request process, collaborating with other teams as necessary.

*Accountable for developing and maintenance of change / enhancement backlogs.

*Develops and defines application scope and objectives.

*Supervises the preparation of technical and/or functional specifications from which solutions will be developed.

*Performs technical design reviews and code reviews with assistance of technical SME resources where needed.

*As an advisor level role, this position is responsible for building Project / Transformation summary information and presentation materials needed to communicate effectively with executive leadership and secure project / funding approvals.

*Leads multiple or large projects and facilitates large group sessions for requirements, modeling in several disciplines as assigned.

*Owns relationship management with assigned business team partners and associated third-party service vendors. Will include all aspects of the issue management lifecycle including analysis, documentation, escalation and resolution.

Qualifications
Requires BA/BS in information systems or related field; 6 or more years related experience; or any combination of education and experience, which would provide an equivalent background. Certifications preferred.
Excellent communication skills and a proactive, self-starting, "can do" perspective is required.
Financial acumen and the ability to build effective business cases based on system features or process changes is required.
Prior experience with audit related data integrity/balancing and controls processes is a strong plus.
As an Advisor, the candidate should have the ability to lead and mentor others, as well as to provide troubleshooting support to less experiences team members.
Strong working knowledge of at least of the following areas is preferred: Cloud, Big-Data, Test Automation and Quality practices, or leading software development practices and coding patterns.
