Among other items, the successful applicant for the position will be expected to the following: Manage a department consisting of a procurement specialist, storeroom attendant, and bargaining unit storeroom technicians. Take a leadership role with internal and external customers. Provide leadership relating to the procurement of materials and supplies, direct materials, equipment installation and engineering projects support, and proper receipt, inventory and payment methods. Maintain integrity in committing company funds and in supplier relations. Identify areas of opportunity or risks within the procurement processes and communicate them to management. Knowledgeable in sales tax procedures. Advance Asset Care program. Manage and facilitate the purchases of required services and materials at optimum prices, quality, delivery and service requirement. Monitor inventory aging and follow procedures related to parts inventory optimum stock levels. Identify obsolete materials and dispose in accordance with company policy. Manage the competitive bid process utilizing the formal bid package. Facilitate the certification process of sub-contractors to include documentation of insurance certificates, rates letters and plant safety rules. Lead, coach and direct the Purchasing/Stores Team to ensure compliance with plant and Corporate policies and procedures, commercial agreements and IMPACT strategies. Be responsible for initiating and managing 'procurement' systems. Coordinate the plant by-product including the sale of items that may be identified. Responsible for establishing minority procurement goals and maintaining a system to develop minority suppliers. Ensure that the annual goals for the minority vendor program are communicated to the plant and monitored to ensure attainment.
The successful candidate must possess strong interpersonal skills, desire to challenge the status quo and function well within the core value matrix. Solid communication skills and the potential to deal with all levels of plant and corporate personnel. Broad and advanced knowledge of Purchasing and operational policies, procedures, material flow, process improvement and inventory control systems. Advanced skills in supplier negotiation techniques, risk assessment, internal controls. Purchasing law, Uniform Commercial Code, cost/price analysis, bid package development and analysis, contract development and tax applications. Ability to develop and use complex computer based decision support systems. In-depth knowledge of direct, indirect, brewing, capital equipment and service contracts. Thorough understanding of supplier base and all long-term contracts. Strong interpersonal skills and the use of a variety of styles and methods to direct, motivate, and empower teams. An in-depth knowledge of the budgets and financial transaction as they pertain to support of operations particularly in the areas of direct maintenance purchases, purchased maintenance services and direct materials. Accountable for the Purchasing/Stores budget. Maintenance experience and a 4 year degree preferred.
