This position supports the State of Tennessee Bureau of TennCare in Nashville, TN. Hewlett-Packard Enterprise Services is seeking an experienced Technical Delivery Team Manager (TDM). The TDM is a key leadership position within Technical Services Group. The TDM will be for the development and delivery of high quality, end-to-end technical solutions. This position is fully accountable for the technical solution through requirements, design, development, test and deployment. This position will provide technical oversight and administrative leadership for a team of application developers in the following areas: · Electronic Data Interchange (EDI) · Internet/e-Commerce · Document and Content Management · Security Monitoring · User Interface using PowerBuilder We are seeking a seasoned, enthusiastic leader able to motivate and drive others to success. Must bring a disciplined, process-based approach to executing. Must have the proven ability to communicate effectively, lead, guide, influence, and eliminate roadblocks. The responsibilities and duties of this position include but are not limited to: · Interface directly with the client on status of projects · Lead and coordinate a team of approximately 22 technical resources throughout the entire lifecycle of a software development project for HealthCare Claims Processing solutions. · Accountable for the accuracy and consistency of development artifacts like functional and system level requirement specifications, technical design documents, project estimates, project plan & deployment plan thru review and signoff. · Review and approve work estimates from the project staff. · Proactively identify all impediments that impact development plan, provide directions to project team members for timely resolution and work with Project Manager to assign owners and track progress. · Assist mentoring junior developers on development process and methodology. · Develop and deliver performance evaluation of team members. · Responsible to provide strategic direction and day-to-day leadership in planning and executing activities required to deliver client data solutions to meet business requirements. · Responsible to coordinate product delivery through the entire Software Development Life Cycle (SDLC), utilizing tight product delivery controls and Best Practices. · Responsible for strategizing / defining release plans, creating deployment schedules and reporting on deliverable status to cross-functional management teams. Position Prerequisites: · Strong verbal and written English Language communication skills. · Experience in leading technical solutions delivery · Experience with large scale healthcare systems is a plus · Prior experience in software application development is desired but not required · Demonstrated past experience leading large-scaled UNIX based application development projects · Hands on experience with Oracle 9i or higher, · Experience managing integrations with XML / SOAP technologies is desired · Experience leading Web Application Frameworks is desired · Demonstrated leadership skills, bias for action, high energy, customer focus, results driven, strong communication, teaming and coordination skills. · Background in a consulting role is desired but not required. · Must have demonstrated skills/abilities in the following areas: capability to multi-task and manage competing priorities, drives and meets stretch goals, demonstrates trust and works effectively with peers, management and customers, proactively identifies and resolves issues, possesses innovative and critical thinking skills to drive to root cause, inspires others to excel and drives continuous improvement. · Experience interfacing with business and technology teams. · Excellent communication skills and ability to manage client relationships · Ability to create design documents for Developers · Good analytical and problem solving ability · Business Requirements · Oracle · SDLC · Development team management required · Team lead experience · Bachelor's Degree · Full Life Cycle Development · Software Development Relocation Assistance: The successful candidate must be able to work on site in Nashville, TN with any relocation expense to be incurred solely at the candidate’s expense.
