Collin County is currently seeking an exceptional candidate for the position of Telecommunications manager.  The successful candidate will be responsible for the implementation and service of all voice, video, and data networks for the County.  Other duties include:




  • Plans, oversees, develops, and participates in County-wide, and/or department technology projects, including installation and upgrades of systems and processes. 


  • Acquire, select, and assign vendors.


  • Creates, modifies, evaluates, and contributes information to the IT budget process. 


  • Collaborates with Purchasing and creates processes and standards regarding the purchase of IT related equipment. 


  • Prepares and performs employee evaluations, establishes and maintains professional behavior, and encourages and empowers employees with the tools for professional growth. 


  • Provides emergency backup to WAN and LAN Analysts.


  • Performs IT services when calls and situations are escalated. 


  • Performs related duties as required.


  • Work is performed under the direction of the Assistant IT Director.

 


 


This position will also be responsible for the implementing and managing the following functions:


 Network/Security




  • Voice, video, and data network infrastructure (new construction, all swtching/routing, QOS, wireless)


  • Security (firewalls, VPNs, IPS/IDS, MARS, ACS, CSM)


  • Infrastructure performance (Cisco Works, Cacti, Cisco CVS/Diffs)


  • Physical infrastructure (MDF/IDF wiring, fiber interconnects, power, and station cabling)


  • Wireless infrastructure (WCS, WiSMs, Access Points, CCPUBLIC, and wireless voice)

 


Voice 




  • Voice infrastructure consisting of Callmanager, IPCC Enterprise (IVR, Call Center, Auto Attendant), Unity, voice gateways, voice gatekeepers, Cistera, E911/CER, phones and faxes


  • Orders, maintains, troubleshoots, and disconnects all voice and data lines that come into the County from the telco’s (T1s, PRIs, DS3, OPT-E-MAN, etc.) 

 


Audio/Visual




  • Audio/visual infrastructure (Tandberg, AMX, Crestron, Granicus, projectors, plasma monitors) for Commissioners, Criminal, and Civil courts (new construction, video pleas, video arraignment, and JAVS)


  • MS Active Sync e-mail enabled cell phones 

 


Requirements:




  • Work requires broad knowledge, normally acquired through four years of college resulting in a Bachelor's degree or equivalent experience. 


  • Requires a minimum of 5 years technical.managerial experience. 


  • Must be competent with Windows 95/98/2000, MS Word, Access, Excel, PowerPoint, Lotus, Adobe, Visio, Netscape and AS/400 communications software. 


  • Cisco, ITIL, Microsoft, Security, or other related IT certificates are preferred.


  • MCSE or CCNA certification strongly preferred.
