Telecommunications Specialist - Telephony
Description:
Experience with COMSEC, VTC, and a general working knowledge telephony technology. Experience in communications and communications technology. Relied upon to provide technical leadership and direction. The ability to work both independently and as a team member. Strong relationship-building and diplomacy skills. Broad knowledge of the mission, function and practices of Department of Health and Human Services, Department of Homeland Security, and Centers for Disease Control and Prevention, Division of Strategic National Stockpile preferred. Knowledge of the regulations, policies and procedures outlines in the National Response Framework preferred.
Exercise initiative and independent judgment in resolving problems encountered during the completion of assignments. Ability to efficiently plan, organize, and coordinate a variety of activities. Ability to communicate effectively, both written and oral. Strong analytical and problem solving skills. Strategic and creative mind set to enhance and increase operational effectiveness. Carry (and respond to) a cell phone and pager at all times. During disaster response and recovery phases of disaster management, be able to function for prolonged periods of time under austere, and highly stressful conditions. Employee may be assigned to a call schedule which will limit travel and may result in short notice recall to an assigned work area for prolonged period of time. Physically able to perform occasional strenuous activities, including ability to lift, push, pull, and carry up to 50 lbs during site visits and deployments. Ensure professional appearance, and good working relationships are established and maintained with officials and other key contacts to promote effective emergency response and coordination.
Ensures Centers for Disease Control and Prevention (CDC) Division of Strategic National Stockpile (DSNS) communications systems are operational to support public health mission requirements. The position will be assigned to the DSNS Response Branch and primarily support DSNS personnel located within the CDC headquarters in Atlanta, GA but will require periodic travel to support other CDC campuses in the local Atlanta area and throughout the U.S. The assignment includes support of Universal Communications Go-Kits, BlackBerry ®, Coordination Center systems, office phones and cabling. Administer response tests and report results. Inventory, manage, and maintain deployment clothing and supply items. Develop budget forecasts and track expenditures. Research and recommend new equipment to maintain optimum efficiency and effectiveness which include: work with users to identify requirements; recommend solutions; initiate procurement. Experience in satellite phone installation needed. Audio / video experience a plus. Conduct needs analysis, task analysis, develop performance objectives, training plans to implement all of the equipment. Resolve communications problems with all partners and echelons of management. Answer questions accurately, thoroughly, and present information clearly. Take technical information from resident experts & transform it into usable training information. Ensure cost effective and redundant capabilities are available. Conduct needs assessments to determine requirements. Supervise, mentor, and ensure employee development and team success. Ensure development and delivery of technologies that are beneficial to the program. Recommend and coordinate all acquisitions and vendors. Other duties as assigned.
