JOB SUMMARY:
 
The qualified candidate will be responsible to lead and manage Millipore’s Global Trade Compliance Program with direct reports in Massachusetts and California. The individual will manage multiple programs, processes, policies and procedures to ensure compliance with US Export and Import Regulations as outlined by The US Departments of Commerce (EAR) and State (ITAR), Customs and Border Protection, Department of Treasury, Office of Foreign Asset Control and any other special trade programs/exporting regulatory agencies as required both domestically and internationally. The individual will make enhancements to our continuous training program and provide consultation and regulatory support to all business units.

 

 
DUTIES & RESPONSIBILITES:   Direct, coordinate and manage all activities related to Millipore’s Global Trade Compliance Activity. Specific duties include:
 

Enhance and maintain corporate Global Trade Compliance policies in accordance with regulations, Millipore policy and standard industry best practices.

 

Enhance and maintain documented Export Management System in accordance with the US Department of Commerce BIS.  

 

Establish determination of export licensing requirements, export commodity code classification (ECCN) and deemed export compliance.


Ensure correct customs classification (HTS), site use of duty free programs, i.e., NAFTA, and broker management, Foreign Trade Zone.


Ensure the integrity and effectiveness of the trade control infrastructure covering operational processes, export licensing/classification, trade documentation, and trade identification/disclosures for both export and customs.


Identify potential areas of compliance vulnerability and risk through periodic reviews and/or other risk evaluation techniques to monitor compliance; identify problem areas; develop/implement corrective action plans for resolution of problematic issues in coordination with local leadership, institute standard desk procedures, and provide guidance on how to avoid similar situations in the future.


Provide reports as required both monthly, quarterly, and as requested, to keep senior management informed of the operation and progress of compliance efforts.


Interpret trade and compliance policy and provide regulatory guidance relative to export compliance procedures and documentation, (including ITAR and EAR classification and jurisdiction), business processes, small business subcontracting, licensing and administration, denied party, technology transfers, deemed exports, anti-boycott reporting, recordkeeping, audits and training based on personal expertise; has the authority to invite subject matter experts to support issue resolution if necessary.


Attend all training, conferences and readings to stay current on all trade compliance and ethical governance advances/changes on a regular basis to ensure knowledge of the aspects, which contribute to full compliance.  Monitor regulatory changes and assess impact to Millipore.

 

Revise compliance polices and practices in accordance with changing legal framework and business models.





Assist in investigations of all export, customs, import and other regulatory trade compliance investigations.


Facilitate training of local & regional personnel to desk level procedures for import and export.


Maintain an import/export control infrastructure consisting of operational processes, export licensing, export/import classifications; all deemed export compliance, export documentation, export/import violation and disclosure processes.


Collaborate closely with programs and business development to anticipate the need for export and import licenses to ensure that they are obtained in a timely manner.


Lead C-TPAT certification process to ensure certification.

 

Act as a primary liaison and develop positive relationships between Millipore and the appropriate government officials and agencies to support our trade compliance programs.

 

Develop global best business practice process controls and seek process automation.

 

Communicate across all business units, foreign subsidiaries and counterparts, suppliers and customers, the policies and procedures to ensure compliance with all border crossing regulations.

 

Develop corporate compliance strategies designed to minimize risk while maximizing revenue opportunity

 

Conduct performance reviews, initiates hiring, career counseling, salary reviews, promotions, warnings and terminations. Ensure department adherence to all company policies and procedures. Manage performance of trade compliance team to established criteria:


Establish priorities, goals, and metrics for individual employee performance
Assessment to ensure the team is meeting existing service level agreements
Provide internal training a coaching as well as meaningful and timely reviews and performance feedback.
Manage department and corporate resources and personnel, in order minimize overall costs while continuingto meet regulatory requirements.

 
ACCOUNTABILITY:
 
Interacts with personnel at all levels across a globally matrixed organization, including communication with offshore subsidiary management, external resources and legal department.
 

 

 

QUALFICATIONS:

Education: Undergraduate degree and extensive knowledge of US Customs Regulations an
US Export Regulations required.

Brokers License preferred

Experience: 5+ year’s applicable experience in a corporate international business environment
with management experience.

Ability to make independent export-import related judgments and decisions.

Ability to embrace change and respond quickly

Demonstrated ability to build strong relationships and influence others across a
globally matrixed organization.

Experience serving as a change agent.

Demonstrated ability to be a self-starter and self-managed

Strong interpersonal skills, and good verbal, written and presentation skills are
required.

Positive attitude and strong work ethic

Experience required in practical interpretation of International Trade Compliance,
including US Customs & Border Protection regulations, US Export Administration
Regulations (EAR), Treasury sanction programs and the Bureau of Census, Foreign
Trades Statistics Regulations (FTSR).

Strong working knowledge of the US export regulations (licensing, classification
HTS, ECCN)

Experience with deemed exports and technology data transfer requirements.

Must be proficient with computer applications and data analysis programs.
Previous experience with Oracle an advantage.

Working knowledge or exposure to Lean Six Sigma a strong plus.
