About the Job

Purpose: The Transportation Technology (TransTech) Group in the Energy and Transportation Science Division (ETSD) at the Oak Ridge National Laboratory (ORNL) is seeking an experienced research and development traffic engineer to support transportation network modeling, analyses for associated transportation policy decisions, and to provide leadership for cross-cutting transportation energy and mobility research. The TransTech Group is a multi-disciplinary research team that conducts research in the area of traffic/evacuation modeling, econometric impact modeling, Intelligent Transportation Systems (ITS), IntelliDrive technologies, energy efficiency systems, vehicle systems testing and evaluation, analyses of large data systems, and vehicle dynamics. Special emphasis will be needed to develop opportunities that matrix safety/highway congestion, operations and performance research with energy efficiency research. Program development across multiple federal agencies will balance the R&D efforts of this engineer.
This position supports the missions of various agencies of the US Department of Transportation (DOT), in particular the Federal Highway Administration (FHWA), the Federal Motor Carrier Safety Administration (FMCSA), and the Research and Innovative Technology Administration (RITA).

Major Duties/Responsibilities: The successful candidate will:

• Work independently and with senior technical staff to perform R&D activities in the field of traffic engineering (modeling, traffic network simulation, multi- and intermodal network analyses, operations and performance and optimization, and advanced transportation systems).
• Lead and support new project and program development activities ranging from concept/idea development to proposal preparation and defense. Focus will be put into efforts supported by DOT and DOE, but could involve EPA, DHS/TSA, DoD and other federal agencies. Particular emphasis will be put on cross-agency program development involving DOE and DOT in the areas of advanced energy efficient and safe mobility networks.
• Interface with a broad range of sponsors across various agencies and maintain awareness of their research directions and needs to develop new research funding.
• Represent ORNL and make technical presentations to sponsors, and at national/international technical conferences and symposia.
• Develop research proposals in support of new and ongoing activities in traffic engineering, transportation policy, and modeling and simulation of transportation networks.
• Publish original research in peer-reviewed journals and other professional technical publications.
• Develop budgets and spending profiles.
• Prepare monthly reports for sponsors.
• Provide support for strategic planning and staff/team management.

Qualifications Required: • A Ph.D. in Traffic or Civil Engineering with 2-to-5 years of experience in transportation network analysis, or network operations and performance; or a master’s degree with 3-to-10 years of relevant experience.
• Substantial traffic engineering modeling skills including micro- and macro-simulation methods.
• Capabilities in advanced statistical analyses and mining of large data sets are highly desirable.
• Demonstrated research experience in traffic engineering, and network simulation and modeling.
• Transportation GIS programming skills.
• A fundamental knowledge of multi-modal and intermodal transportation system operation from the federal and state perspectives, congestion pricing and policy analyses, and intelligent transportation systems.
• Proficiency in using industry standard modeling and simulation tools such as MATLAB/SIMULINK.
• A well-rounded set of skills for conducting project-based research. These skills include concept/idea development, and development of materials that successfully convey such concepts/ideas.
• The ability to engage in research marketing to identify and understand opportunities for getting such concepts/ideas to potential sponsors.
• Excellent oral and written communication skills to support regular interactions with sponsors and others and to prepare reports, proposals, and publications/journal articles.
• Experience with general office computer tools (word processing, spreadsheets, office communications).

Some domestic travel will be required.

This position is located at the National Transportation Research Center (a joint facility of ORNL and the University of Tennessee) in Knoxville, Tennessee.
