The University Registrar serves as the official custodian of academic records. In this key role, the Registrar provides effective leadership of a service-oriented Registrar Office, promoting a collaborative working and learning environment with student, faculty and staff at all levels and the University community. The Registrar informs students of their rights, responsibilities and procedures and provides oversight to office staff and functions which includes, but is not limited to, student record management; enrollment and degree verification; and maintaining up-to-date catalog and timetable information. Work is primarily performed in a fast-paced and cyclical office environment and requires evening and / or weekend work at satellite locations.
Qualifications
Master's degree in student services, educational administration or related area; Doctorate degree in related area preferred.
At least five years of accomplishment-oriented leadership, strategic management, and effective staff supervision in a higher education environment.
Extensive knowledge of best practices and standard operating procedures in academic records management and compliance requirements with the Family Educational Rights and Privacy Act (FERPA).
Demonstrated ability to build effective working relationships with diverse individuals and groups; and maintain absolute integrity in managing academic records.
Technical proficiency in student information systems, i.e., Datatel-Colleague; and MS Office Suite of Applications, i.e., Outlook, Word, PowerPoint and Excel.
Outstanding interpersonal, oral and written communication skills.
Commitment to professional development for career advancement.
Essential Functions
Ensure maintenance and security of student records according to FERPA guidelines, e.g., grades, registration data, transcripts, mid-term verification, athletic eligibility and ICCB audits and other associated audits.
Serve as the ex-officio member of curriculum Committee and establish a cooperative network with academic departments and other campus agencies to disseminate information, resolve problems, and recommend changes to improve the quality of services delivered to students.
Publish course offerings, registration policies, class schedules, and graduation requirements in school bulletins and catalogs and on the University's website.
Prepare and issue official transcripts to student, colleges or universities; and enrollment data to external government agencies according to established policies and procedures.
Execute policies pertaining to the academic status of students, including ensuring continuing academic eligibility for student athletes.
Evaluate and certify graduation applications to produce commencement lists and collaborate with event planning personnel to organize graduation functions.
Utilize information systems to produce statistical reports for external agencies and to research, analyze and resolve student disputes relating to records and registration.
Review and make recommendations for technology hardware and software to enhance staff efficiency, daily workflow, and records management functions.
Establish and maintain guidelines for scheduling classes and assigning rooms for instruction and student activities to ensure optimum use of buildings and equipment.
Keep constituents informed through listserv, e-mail, announcements, personal visits, and recurring, regularly scheduled meetings.
Effectively manage human, financial and physical resources by adhering to and enforcing University policies, developing and administering the department budget, and following established University guidelines and procedures.
Complete various personnel functions and supervise staff, including motivating them to perform at high levels, communicating performance expectations, conducting performance appraisals, and resolving issues of substandard performance.
Participate in professional organizations and complete training and development activities to keep abreast of related best practices; enhance skills, knowledge and abilities; and serve as the subject matter in academic records management.
Complete special projects and other relevant duties as assigned.
Physical Demands:
Moderate lifting up to 20 pounds as frequently as needed to move objects; dexterity to write and manipulate computer keyboard and mouse; ability to hear and speak clearly; and body mobility to stoop, kneel, bend and reach.
Work Environment:
The employee is subject to inside environmental conditions: protection from weather conditions but not necessarily from temperature changes.
