Vice President - Contracts

This position is located in our VA, Fairfax facility



Vice President - Contracts

Direct all contractual activity for new business opportunities within the Army Solutions Division (ASD) business unit. Manage entire ASD Contracts team and perform all pre-award contract and subcontract tasks in the new business acquisition process including:


· Work with Business Development Managers and Program Managers to coordinate planning and capture of new business.
· Establish and retain required bidding records
· Execute legal review requirements
· Perform comprehensive review of solicitation and contract materials
· Assist in the completion of risk analysis to determine significant cost/pricing issues
· Support generation of subcontractor and material vendor(s) Request for Proposal, with focus on development of proposal-specific cost/pricing instructions and Subcontractor role with Responsibility Assignment Matrix
· Complete Tax/Legal Questionnaire
· Provide leadership role on proposal efforts
· Prepare and negotiate all teaming and partnering agreements

Coordinate and lead fact-finding and negotiation activity, while interfacing directly with customers and business partners. Assist in preparation and presentation of Opportunity and Bid Board Reviews. Ensure compliance with Organizational Conflict of Interest provisions. Perform post-submittal phase tasks and prep for customer interaction and communication. Perform in a lead role on responses to customer questions, preperation for best and final offers, plan for award, and compile acquisition lessons learned.



BA/BS required, Masters degree preferred.

Minimum of 10 to 15 years in government contracting and procurement with experience in prime contract administration and team management. Must have excellent leadership and communication skills and possses the ability to interact with all customer levels and all levels within General Dynamics. Must be detail oriented, possess excellent organizational skills, and be able to work independently. Strong proposal and capture management Experience and familiarity with teaming agreements.
