MAJOR RESPONSIBILITIES:
· Develops implements and monitors content and format for regulatory submissions, such as prime contracts, proposals and related subcontracts and purchase orders for small business programs.
· Advises corporate personnel regarding the development and implementation of regulatory strategy, potential areas of regulatory concern and new government/regulatory developments.
· Interfaces directly with regulatory authorities of small business specialists of the DoD, SBA and other regulatory agencies regarding company's filings.
· Promotes programs designed to locate and utilize qualified small businesses.
· Submits semi-annual and annual small business filings to federal organizations.
· Reviews and approves technical data, verifies accuracy of Small Business Subcontracting programs, small disadvantaged business, women-owned small business participation and data, including Native American, Veterans and HUB Zone businesses, and execution of this initiative to all procurement personnel operating locations.
· Develops, implements, and reviews current policies and practices issued by Federal and international regulatory agencies.
· Serves as regulatory affairs and small business subcommittee representative on assigned teams, including the Supply Chain council, to provide input purchase orders and subcontract activities to ensure that report systems are maintained.
· Coordinates with other departments, corporate or marketing partners, and international offices to achieve project goals.
· Reviews regulatory publications to keep apprised of new regulatory developments.
· Develops training programs for both internal and external presentation and educational programs.
· Ensures that noncompetitive procurement awards are justified and monitored in accordance with applicable regulations, policies and procedures.
MINIMUM REQUIREMENTS:
· Bachelor's degree (desired in Business, Finance or Accounting); 7+ years related experience and/or training; or any equivalent combination of education and experience.
· Must have 5+ in small business supplier development and management.
· Must have knowledge of best practices information systems that can track supplier development.
· Must have relationships and participation with small business organizations (NMSDC, Veteran, etc.)
· Must have 7+ years procurement experience.
· Must have knowledge of e-SRS and filings of SF-294 and SF-295.
· Must be able to acquire a DoD Secret Clearance.
· Must be able to travel 40%, including some international travel.
· Must have experience in global supply chain management.
