Support Solutions, based in Rockville, Maryland, provides a wide range of services in engineering, system integration, ship repair, and readiness and sustainment for military platforms. Its Technology Solutions & Services unit addresses the full life-cycle needs of U.S. Department of Defense and federal civilian customers with capabilities in systems engineering and technical assistance, system and subsystem integration, operations, and maintenance. TSS serves every branch of the U.S. military and numerous civilian agencies, operating the U.S. Army's munitions plant in Kingsport, Tennessee; integrating communications systems and developing and integrating precision tracking radars; and providing design and support services for air and missile defense systems.

The Ship Repair business is the leading U.S. provider of non-nuclear ship repair, conversion, and modernization services. It focuses on drydock and pier-side ship repair and sustainment services for the U.S. Navy, other defense agencies, and commercial customers.

The Readiness & Sustainment business focuses on customers' growing need for through-life platform support.

Specific duties include:

  • Upgrade, modify and improve customer web sites.

  • Advise staff and National Geospatial-Intelligence College (NGC) schools on web-based initiatives, current capabilities, and web-enabling resources made available through this Agency's Enterprise Directorate.

  • Design and build web-based products according to NGA standards and the established development-platform used for creating web sites.

  • Provide technical advice and assistance regarding web-based media to customer activities and departments.

  • Consult with other members of the team and customers as required on web issues.

  • Attend Agency-sponsored forums and working groups that formulate and establish policy and procedures regarding web-based media within NGA.

  • Create static and animated graphics for web page illustration, navigation, and page layout/organization

Required
The minimum skills and qualifications are:

  • Graphics: Demonstrated knowledge of creating and programming interactive and dynamic applications using Flash MX or above. Proficient in integrating Actionscript 2.0. or higher within Flash applications; demonstrated proficiency in the use of Photoshop, and Fireworks.

  • HTML: Demonstrated knowledge of HTML using standard text editors is required, including familiarity with all HTML elements (E.g. tables, frames, targets, anchors, text attributes, style attributes, forms, objects, links, and Meta tags.)

  • JavaScript: Proven ability to edit, modify, enhance and troubleshoot JavaScript. Understands capabilities and limitations of JavaScript, including differences between Java and JavaScript. Able to develop work-arounds when JavaScript is not an available option.

  • FTP: Demonstrated capability to transfer web files using MS or UNIX command windows. Proven knowledge of basic FTP commands and shortcuts. Proven knowledge of the difference between transferring document/file types using binary or ascii.

  • Web files management: Demonstrated capability to access servers using a remote workstation. Can navigate within web server. Demonstrated knowledge on how to change file permissions for directories and individual files.

  • Hardware/software knowledge: Proven ability to understand fundamental hardware terminology (bytes, RAM, processing speed, operating system, monitor resolution, 8, 16, or 32 bit) and the differences between various operating systems. Familiar with the operation, capabilities, and limitations of Firefox, MSIE, Acrobat Reader, QuickTime Viewer, MS Media Player, and Real/Player Audio. Working experience with the use of "plugins" and how they can effect development and delivery of web-based media.

  • Web-based illustration: Demonstrated knowledge of the types, capabilities and limitations of common web-compatible imagery formats, and what elements are key towards optimizing them for web presentations.

  • Web page layout: Demonstrated experience in use of Cascade Style Sheet (CSS), HTML frames and/or tables to accomplish page layouts via web browsers. Understands fundamentals of designing a good graphical user interface (GUI). Knows how (and when) to incorporate "help" or other user assistance options within web-page designs. Can organize large amounts of information, consolidate or condense key points, and prepare as content for web pages.

  • At least two years developing web-based media using skills mentioned above

  • Communication: Presents ideas (written or orally) clearly to support customers during scheduled briefings or other face-to-face meetings.

    **BS degree, or 3 years of equivalent experience
    ***Minimum security clearance of Top Secret/SCI and with an SBI date within 5.0 years of issue

Desired:

  • Web-Page Creation: Able to accomplish moderate to difficult web-page creation using only a text editor (i.e., Note Pd, WinWord, Note Tab Pro).

  • Data Management: Demonstrated ability to develop MS Excel and MS Access applications using advanced techniques. Can build and design flat file and relational databases. Knows how to construct macro-driven spreadsheets. Able to integrate data-management processes into web page management.

  • Adobe Acrobat Pro: Proven ability to create and functionally enhance Portable Document Format (PDF) documents using Acrobat 7 or higher. Knows how to convert softcopy and hardcopy documentation. Knows common techniques for producing PDF and how to optimize distribution and performance.

  • PERL: Demonstrated ability to edit, modify, enhance, and troubleshoot PERL scripts. Understand how to assign file permissions to directories and individual files on active web servers
