Purpose: The Department of Energy's premier science Laboratory, Oak Ridge National Laboratory (ORNL), is seeking a Workforce Development Consultant. Scientists and engineers at ORNL conduct basic and applied research and development to create scientific knowledge and technological solutions that strengthen the nation's leadership in key areas of science; increase the availability of clean, abundant energy; restore and protect the environment; and contribute to national security. The Workforce Development Consultant designs and delivers, and implements organizational development/readiness initiatives focused on talent selection and development as well as surveys and assessments designed to pulse the organization in "real time." This highly collaborative position works across various Human Resources Divisions to diagnose, develop, and deliver high value, practical solutions for the workforce. Provides analytic support and executes large-scale change initiatives for this fast-paced research and development organization.
This new position will have responsibility for designing and implementing systems for workforce planning, selection processes, data analysis, performance management, succession planning, and employee engagement. The ability to work effectively with scientific staff is critical. Major Duties/Responsibilities: Provide consulting services on topics to include, but not limited to, job analysis, selection systems, behavioral interviewing, assessment and assessment feedback, talent management, and employee engagement/employee opinion surveys.
Provide practical solutions to selection, development, and engagement issues that customer organizations can implement on a small scale.
Develop tools and processes for measuring the performance of individuals, work teams, Human Resources, and other functional areas.
Analyze job requirements and content to develop competency models, establish criteria for selection, training, and other Human Resource functions.
Develop new (or use commercially available) interview techniques, rating scales, and psychological tests to assess skills, abilities, and interests for the purpose of employee selection, placement, and promotion.
Conduct statistical adverse impact studies for EEOC and OFCCP reporting and provide advice regarding legal aspects of selection and other HR decision systems.
Analyze data, using statistical methods and applications, to evaluate the outcomes and effectiveness of programs.
Provide strategic and technical support to customers on projects related to job performance, employee engagement, motivation, or turnover.
Develop and support surveys that occur at various points in the employee life-cycle (recruiting effectiveness survey, onboarding survey, employee attitude surveys, exit surveys, and quality of hire).
Manage relationships and projects with external vendors who provide services related to testing and assessment.
Develops tools and systems to identify, assess, and develop high potential employees with the goal of transforming into a ready-now candidate for UT-Battelle's key positions.
Designs and executes Levels 1- 3 training evaluations.Qualifications Required: Master's Degree or Ph.D. in I/O Psychology or related field and seven plus years experience conducting surveys, designing selection systems, and improving job performance.
Experience with job/organizational analysis, competency modeling, surveys and measurement tools.
Experience conducting all phases of selection and validation processes to optimize talent selection and development.
Experience managing projects across multiple business units, meeting cost and scope and time deliverables.
Strong Customer Relationship Management expertise and a long history of collaborative interactions with customers and peers.
Quantitative abilities to define, manage, and track human resources business metrics.
Excellent communication (oral and written) and interpersonal skills.
Strong analytical and statistical skills, including expertise in SPSS or SAS
Seven years of experience with organizational assessment, survey, program evaluation, or analysis.
Seven years of experience developing narrative client reports that explain technical efforts.
