The National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data, and Information Services (NESDIS) acquires and manages the Nation’s civilian operational environmental satellites and provides data and information services.  Noblis has been tasked by NESDIS to provide system engineering services to the NESDIS Office of Systems Development (OSD) Ground Systems Division (GSD). GSD provides ground system design studies and specifies, procures, and installs ground systems for the existing Geostationary Operational Environmental Satellite (GOES) and the Polar Environmental Operational Satellite (POES) systems and the next generation Geostationary Operational Environmental Satellite R-Series and Joint Polar Satellite System (JPSS). 

Noblis has a system engineering opening for an onsite position at the NOAA Suitland, MD, for a Senior Staff/Lead to work with our existing team of professionals in support of satellite ground service activities. Noblis staff members participate in systems engineering planning, analysis, and special studies; provide technical oversight to the systems acquisition and implementation process; and provide project engineering services for all phases of the development, test, integration, and acceptance, and sustainment.



The successful candidate will have the appropriate skills, knowledge, and experience to accomplish the following:

  • Support development and implementation of enterprise satellite ground system requirements and architectures, including translation of operational requirements into effective system requirements. Provide support/leadership for related trade studies and analyses.
  • Conduct requirements analysis, requirements allocation/tracking/compliance, and system/acceptance test plan design and execution in a DOORS-based environment. Support development of performance specifications, and test plans and procedures.
  • Lead/support verification and validation activities including developing, documenting, and maintaining processes, methods, and tools.
  • Provide Project Engineering services
    • Project planning
    • Risk assessments
    • Participation in program reviews
    • Development of entrance and exit criteria for design, test, and acceptance reviews
    • Lead and participate in Integrated Product Teams (IPTs) and Working Groups (WGs)


  • Bachelors or Master’s degree in Systems Engineering, Electrical Engineering, Computer Science, Information Technology, or related technical degree, with commensurate experience.
  • Minimum 5 years of experience with large scale systems development projects over the entire development lifecycle.
  • Systems engineering experience in test activities to verify and validate requirements.
  • Familiarity with satellite mission management and generation and distribution systems for satellite science data and products.
  • Solid understanding of:
    • Requirements management
    • Configuration management
    • Integration and test principals
    • Software engineering best practices
  • Ability to work in a dynamic team-oriented project; function productively in an environment where satellite and ground system issues can result in new assignments and the re-prioritization of existing assignments.
  • Results-oriented with strong problem-solving abilities.
  • Strong interpersonal skills in team building, collaboration, communication and interaction with a multitude of Government clients and contractors
  • Excellent verbal and written communication skills are required.

All work will be performed on-site in Suitland, MD, with potential for occasional work assignments conducted at other NOAA facilities (i.e., Silver Spring, MD).
