Telecom Systems Analyst (SIGINT)

Key Responsibilities


Technical Expertise:  Work independently, demonstrate expert knowledge and mastery of Telecommunications/SIGINT, including collection, analysis, and trends.

  • Leads efforts to independently research and prepare full range of analytic products, examining the most complex and sophisticated aspects of telecommunications infrastructure/networks (country or target) to inform/impact operations planning, execution and sustainment.
  • Products will demonstrate expert application of tools, analytic methodologies, and sources.
  • Effectively articulates complex ideas and provides expert guidance in briefings to senior Customer leadership and Intelligence Community audiences.
  • Develops/Leads teaches training programs, to include providing individual mentoring for analysts.
  • Participates in advanced training and corporate activities to keep abreast of latest technical and substantive skills relevant to national intelligence programs.


Analytic Tradecraft:  Work independently; demonstrate expert knowledge and ability to perform all-source research/analysis on the most complex sophisticated telecommunications/SIGINT in support of operations and/or technical collection requirements.

  • Maintains/ populates/ refines applicable databases/tools.
  • Leads organization as a subject matter expert in producing sophisticated written reports/briefings (country or target) that identify key relationships, potential threats, and exploitable vulnerabilities; formulate sophisticated risk assessments using specialized methodologies and recommend relational links.
  • Sets the standard in delivering the most comprehensive, thoughtful analysis—written or oral form—tailored for customer, reflecting expert Traffic Analysis tradecraft suited to operations environment and develop/incorporate/innovative methodologies/tools as needed.


Building Partnerships and Substantive Expertise:  Demonstrate an expert ability to work collaboratively with coworkers and IC counterparts, use knowledge the Intelligence Community to augment/broaden network of customers, stakeholders and partners for oneself and other analysts; understand and teach others organizational/mission related business areas.

  • Identifies/contacts/meets Intelligence Community counterparts/stakeholders and assumes a leadership role in working groups, target analysis and/or information sharing.
  • Leads development of/recommendations for technical analysis that satisfies customer intelligence needs.
  • Provides/oversees updates for organization in summarizing customer needs/issues and recommends actions/options.
  • Leads corporate activities and in fostering inclusive, positive work environment and provide mentoring as needed.


Shall have: 

  • Knowledge and understanding of telecommunications technologies covering the past fifteen (15) years, current, and emerging, and five (5) or more years analyzing or designing telecommunication networks.
  • Experience with wireless communication mediums, especially GSM and WLAN
  • Experienced in using client databases to conduct detailed DNI/DNR analysis
  • Experience with mobile forensics
  • Experienced instructing new technologies and analytic methods
  • Experience performing SSE, CNE, targeting, and collection operations
  • Experience instructing Digital Network Intelligence, RF theory, and GSM
  • Experience instructing SIGINT software and hardware system training


The SIGINT Systems Analyst position requires a bachelors degree in a related specialized area or the equivalent, and eight to ten years of related experience; or a masters degree and six to eight years of related experience.

Department of Defense TS/SCI with polygraph security clearance is required at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.
