The Human Services Agency (HSA) of San Mateo County is seeking qualified applicants for the position of Business Systems Group Human Services Manager II. This Human Services Manager II vacancy reports to the Director of Administrative and Information Services and is responsible for overseeing application development, legacy system support, network and server administration, help desk, desktop support as well as records and facilities.


Additional duties include but are not limited to maintaining an effective working relationship with Human Services Agency Program Directors and staff, County departments and State agencies; consulting with managers on relevant program issues, developing alternative strategies for dealing with information system needs and assisting in the implementation of solutions as necessary; and developing, maintaining and implementing project plans, while monitoring the project budget to ensure the accomplishment of program and service objectives within budget restrictions.

The ideal candidate will have experience leading a customer service unit, a working knowledge of facilities and records management, and be able to develop customer requirements document for information technology projects. Should have expertise leading complex IT and facilities projects, excellent interpersonal, troubleshooting and oral/written communication skills, be able to facilitate diverse groups of people, strength in analyzing data to resolve problems and/or improve deficiencies, and the ability to provide effective leadership to a diverse workforce.


Typical qualifications include 3 years of increasingly responsible experience in a health, social or community services organization, including significant responsibility for funding, budget development, program utilization and/or evaluation or coordination of community resources, as well as principles and practices of public administration, program management (including planning, implementation and evaluation), and social and community services (including current trends in education, research, training, treatment, intervention, rehabilitation or related issues).
