Project Description;The Center for Environmental Health (CEH) proposes to engage a Business Analyst to work with various units and take a fresh objective look at regulatory requirements, system dependencies, emerging data sharing opportunities and challenges, changing infrastructure and philosophy. The intent is to develop specifications for system modifications and/or replacement that align with and leverage ITS initiatives and building on work already completed under the Health umbrella of the IT Transformation project.  The Business Analyst will be working on several projects with their effort distributed as follows:

 

  • eHIPS Redesign.(40%)
  • Child Lead Poisoning Integration (30%)
  • Env Radiation Integration (30%)

 

The business analyst will perform in-depth analysis of current and emerging requirements, practices, infrastructure issues, and opportunities to improve and enhance these data systems. The business analyst will also be responsible for project management work such as scope definitions, schedules, activity lists and project status reporting. Lastly, the business analyst will prepare a summary report for each project area providing analysis, recommendations and specifications for future development efforts.

 

Day to Day;

1.       Analyze and document business systems and processes, describing workflow, data input, output, reporting, data dictionary, metadata, program goals and external considerations.

2.       Work with users, program and technical staff to gather, analyze and document system requirements and functional specifications.

3.      
Gather, organize and document analyses of information such as cost/benefit, advantages/disadvantages, feasibility studies, alternative analyses and project approaches.

4.       Function in the role of project manager as well as business analyst, developing the project scope, schedule, deliverables and tasks.

5.       Manage the day-to-day activities of the project, communicate issues to and seek guidance from program and IT management when needed.

6.      
Facilitate and lead meetings to gather information and requirements, and present information, analyses and recommendations.

7.       Prepare status reports and other summary or project reports as required or requested.  

8.      
Communicate verbally and in writing with technical and non-technical stakeholders.

9.       Identify and clearly communicate and explain issues that need to be raised to program and IT management. 
 

10.  
Follow enterprise, cluster, department, division directives, best practices, standards and methodologies as appropriate or requested.

 

Mandatory Qualifications – Pass/Fail; Senior Level 36-60 months of experience

Business Analyst

Manages small to medium-scale business analysis work or projects with distinct deliverables to a solution.

Senior; 36-60 months; Candidate is able to work without assistance and can provide leadership for others; may have advanced education

 

Requested Qualifications;

1. 60 Months of experience as a Business Analyst  in Object Oriented Analysis and Design (OOAD) following the Rational Unified Process  (RUP)working on software maintenance projects.

2. 60 Months of experience in Business Process Modeling (BPM) using Business Process Modeling Notation (BPMN) for documentation of business systems or processes  including workflow, data input/output activities, description of data elements, overall program goals, objectives and external considerations (i.e., federal/state mandates).

3. 60 Months of experience in preparing status reports and other summary and project reports.

4. 48 Months of experience with process flow and system diagram development for use in requirements and technical documents.

5. 48 Months of experience in gathering, organizing  and documenting alternative analyses and project approaches.

6. 36 Months of experience with leading meetings and facilitating sessions with subject matter experts to gather functional, non-functional and security requirements.

7. 36 Months of Experience in working with project sponsors, executive stakeholders in terms of status reports, issue resolution, project approaches, scope, feasibility studies, cost/benefit analyses or risk management plans using Requirements Management tools.


8.    BA/BS  degree from an accredited institution, Copy must be submitted with response form.


9.    Business Analyst Certification, Copy must be submitted with response form
