SharePoint Architect/Developer

Job Summary:

Senior Project Manager/SharePoint Architect/Developer with firsthand experience using MS Project and SELC.  Using PMP best practices, provide technical expertise and managerial skills necessary to support IT business development, refine requirements, build design, engineer and test cycles.  Must have solid grasp of English and have excellent interpersonal, written and verbal communication skills.  Demonstrated ability to listen to and document customer’s requirements.

Secret Clearance and ability to pass DHS Suitability Required

Job Duties:

 

·         Provide the technical expertise and managerial skills necessary to host/attend meetings required in order to provide customers with SME personnel to conduct OCIO IT business development, refine requirements for ASD personnel, scope and plan proposed build, design, engineer and test cycles

·         Shall provide an agenda or schedule of events for preparation and execution of each meeting shall be required when serving as the meeting coordinator

·         Shall, in accordance with ASD SOPs, deliver comprehensive concept briefings which detail the methods by which the IT solutions or concepts will be engineered, delivered or service rendered.  These are to conform to the PMP best practices as to the content and specific items needed to be provided

·         Shall provide services including full lifecycle software engineering support to a wide variety of systems (mission systems) that support the day-to-day business functions of various components of DHS and the S&T Directorate.  Shall provide IT development and support services, to include modernization and enhancements, to various software applications and data warehouses that support a variety of organizational and cross-organizational functions.  Systems may be developed or enhanced using any combination of the following tools: COTS, GOTS products and database management software supplemented with custom code and/or high level programming languages.  The contractor shall provide user training for developed or modified applications

·         Survey, analyze, evaluate and provide technical advice pertaining to the performance and functionality of the system

·         Analyze and evaluate the application software design and its integration into the Government provided hardware and software

·         Provide assistance and guidance on installing software

·         Provide consultation and guidance to Government system analyst and programmers, engineers and operations personnel pertaining to the application throughout the lifecycle of the systems.  This includes providing technical assistance and guidance to the system operators pertaining to system generation, troubleshooting, and general system operation

·         Based on Government developed requirements submitted to the contractor, the contractor shall assist the Government with developing a high availability installation and implementation plan

·         Identify hardware and software replacement requirements and specify replacement configurations

·         Identify consolidation opportunities and recommend configurations

·         Identify consolidation opportunities and recommend configurations

·         Identify system design alternatives, advantages, disadvantage and requirements; make recommendations based on best available information

·         Review architecture for end-user and project-specific applications and design new configurations and planned integration tasks

·         Identify technical requirements and opportunities for standardization

·         Recommend steps to incorporate information assurance into the entire system design, including the IT infrastructure and the functional applications

·         Coordinate engineering solutions with technical personnel from other DHS components or service providers

·         Shall develop and update system documentation as part of any system engineering analysis or derivative changes performed by the contractor

Required Certifications:

PMP

ITIL V3 Practioner

 

 

Education Requirements:

Desired:  MS/MBA - 14 yrs total; 10 yrs in management

Minimum:  BS/BA - 14 yrs total; 6 yrs in management
